Attorney Testa was born in Peekskill, New York in 1954 and received a Bachelor of Science degree in Mathematics in 1976 and a Master of Science degree in Education in 1978 from S.U.N.Y at Plattsburgh. He obtained his law degree from Brooklyn Law School in 1981 where he served as a student clerk to the Honorable John G. Galgay, United States Bankruptcy Judge, Southern District of New York. Attorney Testa is admitted to practice in the State of New York and the United States District Courts for the Northern, Southern, Eastern and Western Districts of New York, District of Connecticut and the United States Court of Appeals for the Second Circuit. In 1989 Attorney Testa founded the law firm of Deily, Testa and Dautel in Albany, New York and has been actively involved in all aspects of bankruptcy law and litigation for over twenty-eight years, including serving as chapter 11 trustee in the bankruptcy case of Windham Mills Development Corporation, Case No. 04-23619 in the U.S. Bankruptcy Court for the District of Connecticut (Hartford Division). Attorney Testa was a founder and first president of the Capital Region Bankruptcy Bar Association. In addition, he has served as a member of the Committees for the Revision of Local Rules of Bankruptcy Practice for the Northern District of New York in both 1986 and 1992 and as President of the Creditors' Auxiliary of the National Association of Chapter 13 Trustees in 1998-99. Attorney Testa was co-chairperson of the Committee for the Development of the Mediation Program for the Northern District of New York and a member of the Board of Directors for the Plattsburgh Alumni Association for fifteen years and served as its' President in 1998 and 1999. He has been a contributing editor to Norton Bankruptcy Law. Attorney Testa is a frequent lecturer in the field of bankruptcy law at both the local and national level and is a member of the New York State Bar Association, Capital Region Bankruptcy Bar Association, American Bankruptcy Institute and National Association of Chapter 13 Trustees.
